Phnom Penh, April 1, 2026 — H.E. Dr. Hul Seingheng, Under Secretary of State for the Ministry of Industry, Science, Technology & Innovation (MISTI), delivered a keynote address Wednesday at the opening of the China National Finals of the 2026 Technology Innovation Competition.

He emphasized Cambodia’s commitment to building a dynamic innovation ecosystem, highlighting Cambodia's STI Roadmap 2030 as a foundational framework for national development and a potential model for international collaboration within the BRICS framework.
"Innovation is the foundation of transformation," H.E. Dr. Hul Seingheng said via video link. "It challenges us to think differently, to solve problems creatively, and to unlock new opportunities for industrial development and common progress."

The competition, organized by the BRICS Business Council and the BRICS Academy, serves as a preliminary for a global tournament scheduled across seven regions through December 2026. The event features 10 technical tracks, including AI-integrated applications, green energy, and digital healthcare.
H.E. Dr. Hul Seingheng’s participation highlights Cambodia’s emphasis on technology transfer and human capital growth as it aims for high-income status by 2050.
