Cambodia Joins Regional Dialogue on “Beyond SDGs 2030” Framework in Malaysia

Malaysia — A Cambodian delegation, led by H.E. Dr. Hul Seingheng, Under Secretary of State of the Ministry of Industry, Science, Technology & Innovation (MISTI), participated in the Southeast Asia and ASEAN lelvel kick-off meeting and Multi-Stakeholder Dialogue for the “Beyond SDGs 2030” Science Diplomacy Framework, held from April 20–21, 2026, in Malaysia.

The meeting was organized through collaboration between the Keio University Global Research Institute (KGRI) of Japan and the Malaysian Industry-Government Group for High Technology (MIGHT), bringing together policymakers, researchers, and stakeholders to discuss challenges and institutional innovations in shaping a global science diplomacy framework beyond the 2030 Sustainable Development Goals (SDGs).

H.E. Dr. Hul Seingheng emphasized the significance of Cambodia’s participation, stating: “Cambodia’s participation in this forum presents an important opportunity to identify institutional challenges and innovation potential in shaping a sustainability framework beyond 2030. Through discussions with leaders from MIGHT and Keio University, Cambodia has placed strong emphasis on long-term, resilient, and sustainable regional development by leveraging science, technology, and innovation.”

The Ministry of Industry, Science, Technology & Innovation has played an active role in supporting the initiative and is preparing to engage in further dialogues, expert discussions, and research activities to contribute to the policy outcomes of this regional project.

H.E. Dr. Hul Seingheng further noted: “Preparing for the post-2030 context requires strong attention to human-centered innovation through increased investment in science and technology, as well as the promotion of technology transfer, including skills, knowledge, and practical technical expertise.”

He also served as a speaker in a roundtable discussion under the theme “From Implementation to Transformation: ASEAN Perspectives on the Future of Development Governance,” highlighting Cambodia’s efforts in implementing the STI Roadmap 2030, the National Research Agenda, and strengthening policy frameworks for the digital economy and society.

The outcomes and inputs from stakeholders will be compiled into a policy proposal report for submission to the 2027 UN SDG Summit of the United Nations General Assembly.
