CCIED and Ministry of Interior Review Progress, Chart Next Steps for Informal Economy Development

Phnom Penh, 26 May 2025 — H.E. Sar Sokha, Deputy Prime Minister and Minister of Interior, met with Minister Hem Vanndy, Chair of the Coordinating Committee on Informal Economy Development (CCIED), to review implementation progress and discuss next steps for the National Strategy for Developing the Informal Economy.

During the meeting, Minister Vanndy reported that as of 23 May 2025, a total of 72,998 informal economy actors had submitted onboarding applications—88% via mobile. He emphasized the critical role of the Ministry of Interior (MOI) and sub-national administrations in implementing the strategy, given that most informal economy participants operate at the community level.

He also highlighted recent outreach campaigns in five capital-provinces and a pilot street food hygiene project in Kampong Thom, while calling for greater support from MOI to build understanding of sub-national adminstrations and streamline One-Window Service procedures, especially for informal businesses to onboard the platform, as outlined in the national strategy.

H.E. Deputy Prime Minister reaffirmed the MOI’s support and cooperation in implementing the strategy, noting a 12% increase in public service delivery by the One-Window Service of the sub-national administrations in 2024–2025.

He offered to share relevant data, noting that the MOI holds extensive nationwide data that could be valuable for national development. H.E. Deputy Prime Minister also proposed including informal economy as a topic in the MOI’s upcoming annual review.
